After activating this card's [Activate Main] skill on the awakaned side, I played <FB07-016 Panzy : DA> and activated its [On Play] skill. If I then activate the [Evolve] skill of <FB07-010 Son Goku : DA> from my hand, will that skill cost be reduced by 2?
No, it won't. "A skill on a card with <DA> in its card name from your hand or Battle Area” activated next after this card's [Activate Main] skill was the [On Play] skill of <FB07-016 Panzy : DA>, so the cost of any skills activated after that will not be reduced.

If I then activate the [Evolve] skill of <FB07-010 Son Goku : DA> from my hand, will its skill cost be reduced by 2?
Yes, it will. If you did not pay the skill cost, the skill would not activate.
