Yes, it will. When a card is placed on top of another card, any power modifiers are carried over.

If I use [Evolve] to play this card on top of it in Rest Mode, can I use this card's [Activate Main] skill to switch this card to Active Mode?
Yes, you can. When a card is placed on top of another card, only its Rest Mode or Active Mode status and any power modifiers are carried over. The restriction preventing it from switching to Active Mode does not carry over.

No, it does not. A [Permanent] skill is a skill that continues to have its effect while the skill is active. Basically, cards placed under other cards have their skills deactivated.
